The Rule of Law, Accountability and Gaza

Between 7 July and 26 August 2014, Israel’s military operation in Gaza resulted in large-scale destruction of property, displacement of people and profound loss of life. The targeting of family homes was a significant aspect of this military operation. It led to the destruction or severe damage of 18,000 housing units, the killing of at least 999 people inside their homes (including 329 children and 212 women) and the killing of an additional 233 people near their homes.
The targeting of family homes led the UN High Commissioner for Human Rights to express: ‘what we are witnessing is the killing of whole families’. Our panel of speakers will discuss fundamental aspects of the legal framework governing Israel’s latest military operation in Gaza. They include a particular focus on legitimate targets under international law; the obstacles of securing legal redress for Palestinian residents through the Israeli legal system; and the possibilities of securing legal accountability for serious violations of international humanitarian law through the International Criminal Court and use of universal jurisdiction.
